The State Investigation Agency (SIA) and Jammu and Kashmir Police on Saturday carried out an arrest warrant against Dr Muzaffar Ahmad Rather in Kulgam in connection with the Delhi blast case reported India Today.

Dr Muzaffar, originally from Qazigund, is a key accused in the case and is believed to have fled India in August. According to sources, he may currently be in Afghanistan. Sources further said he likely played a crucial role as a link between Jaish-e-Mohammed handlers and the “white-collar” terror module operating across states. J&K Police had earlier sought an Interpol Red Corner Notice to secure his extradition.

Dr Muzaffar is also associated with the Al-Falah University, which has come under the scanner after the Delhi blast probe and the subsequent probe into white-collar terror module.

His brother, Dr Adeel Rather, is already under arrest and is considered another major conspirator in the inter-state Jaish module. He is also wanted in the Red Fort car blast case.

The action against Dr Muzaffar comes amid a wider crackdown on the module that came to light after the recovery of 2,900 kg of explosives and the powerful car blast near the Red Fort on November 10, which killed 13 people.

Following the uncovering of white-collar terror module, the National Medical Commission removed the names of four doctors — Dr Muzaffar Ahmad, Dr Adeel Ahmad Rather, Dr Muzamil Shakeel and Dr Shaheen Saeed — from the National Medical Register. All four were charged under the Unlawful Activities (Prevention) Act in connection with the blast.

Investigations began on November 10 after the recovery of 360 kg of ammonium nitrate from the rented accommodation of Dr Muzamil Shakeel at Al Falah University in Faridabad. Hours later, police uncovered a much larger cache of explosives in and around the university campus. Dr Muzamil, who was employed there, was arrested soon after, leading investigators to several others in the alleged network.

Police say the group formed the core of an inter-state terror network linked to Jaish-e-Mohammed, and that the conspirators might have been plotting an attack around the anniversary of the Babri Masjid demolition reported India Today.
