NMC Cancels registration of 4 doctors accused in Red Fort blast

NEW DELHI, NOV 14 : The National Medical Commission (NMC) has cancelled the medical registrations of four doctors three among from Jammu and Kashmir for their alleged involvement in a terror-related case connected to last week’s deadly car blast in Delhi, which killed 13 people and injured many others.

A government order, a copy of which is with The Web Story/The Varmul Post directs the removal of the doctors’ names from the Indian Medical Register (IMR) and the National Medical Register (NMR).

The doctors have been identified as Dr. Muzaffar Ahmad, Dr. Adeel Ahmad Rather, Dr. Muzamil Shakeel, and Dr. Shaheen Saeed.

The NMC’s order, dated November 14, 2025, was issued based on information and evidence provided by the Jammu and Kashmir Police and their respective State Medical Councils. The case stems from a First Information Report (FIR No. 162/2025) registered at the Nowgam police station in Srinagar on October 19, 2025.

The FIR invokes severe sections of the Unlawful Activities (Prevention) Act (UAPA), the Explosive Substances Act, the Arms Act, and the Bharatiya Nyaya Sanhita (BNS). The doctors are alleged to have been part of a plot that culminated in a tragic explosion on November 10, where a Hyundai i20 car detonated in slow-moving traffic.

In its official notification, the NMC stated that the doctors’ alleged association with the case is “prima facie inconsistent with the standards of ethical propriety, integrity, and public trust expected of members of the medical profession.”

According to the Commission, this conduct violates Clauses 1.1.1 and 1.1.2 of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002. Following this, the Jammu & Kashmir Medical Council cancelled the registrations of Dr. Muzaffar Ahmad, Dr. Adeel Ahmad Rather, and Dr. Muzamil Shakeel. The Uttar Pradesh Medical Council took similar action against Dr. Shaheen Saeed.

With their names struck from the national medical registers, the four doctors are no longer legally permitted to practice medicine in India. All State Medical Councils across the country are being informed of the decision to ensure nationwide enforcement.
